Responsibilities :

Strategy Implementation :

• Assist in the creation of sub-divisional strategy in line with overarching divisional goals
• Ensure effective implementation of sub-divisional strategy by means of providing direction, structure, business plans and support

Governance

Adhoc and Operational Meeting :

• Set up / participate in adhoc and operational meetings
• Report at process and functional level

Escalations :

• Manage and resolve escalations that have impact on critical path of service delivery
• Escalate issues that will result in significant time, scope, employee / client or cost impact if not resolved
• Manage and provide solutions to issues that require formal resolution

Opco Operational :

• Set up and manage project status meetings
• -Review and identify key risks, issues and dependencies and set mitigation actions
• Manage budgets
• Sign-off / make decisions regarding operational changes

Performance :

• Provide input to the performance review of CoE against agreed KPIs and their compliance to SLAs and reverse SLAs
• Create and monitor plan for continuous improvement

Reporting :

• Provide input into the review of reports on a monthly basis from the CoE relating to progress made within the sub-division and in accordance with the measurement metrics set by the organisation
• Review reports on specific projects as per the defined timelines as and when necessary

Budgets :

• Assist in managing the sub-divisional budgets in line with business objectives
• Assist in managing project initiative budgets in line with business objectives

Operational delivery :

• Assess and consolidate all RAN & TX Planning CAPEX projects and submit to Network Group Finance for budget process preparation
• Participate in supplier selection for the delivery of requisite Access Network solution
• Plan and manage Access Network Planning budget
• Provide directive / guidance for design of an optimized Access Network nodes and elements
• Follow-up Access project execution with the team to ensure project capitalization is done as planned
• Assign technical lead for Access Network projects
• Assign the right Access Network Planning resource for any raised issue or request from internal customers that need Access Network Planning team involvement
• Follow up with suppliers any gap that is being raised during Access project execution
• Prepare Scope and Swap plans for planned activities
• Follow up to ensure permanent compliance of Business Continuity Process and Disaster Recovery Plan recommendations
• Explore vendors enhanced products and features roadmaps as a proactive preparation of design architecture reviews
• Bring support to any requirements coming from regulation or any unplanned revenue increase initiative from the business
• Prepare PDP of Access Network Planning unit and share with Human resource team
• Elaborate Access Network Planning team IPF
• Evaluation performance of Access Network Planning team members
• Approved change related to Core Network
• Ensure the providing of all needed documents for Access related projects to CPG for project planning process (CPB, WBS, etc.)
• Coordinate the elaboration of Access Network Planning INP
• Coordinate the elaboration of SLAs with internal customers
• Provide monthly financial, PDP, and project report to the management
• Define job profiles and job descriptions of Access Network Planning team members
• Perform needed action for staff recruitment within Access Network Planning unit
• Ensure the providing of monthly KPI report for the unit
• Provide key quarterly achievement and quarterly plan of the unit to the management
• Validation of process and procedure governing Access Network Planning activities
• Validation of Access Network Policies
• Participate on training courses as booked or as recommended by HR.

Education / Business Degree :

• B.Sc. in Electrical/ Electronic or Telecommunications Engineering.

• Capacity and Dimensioning for 2G/3G/4G/5G RAN NETWORKS
• VoLTE Solution
• Microwave Link Design
• Microwave Networks Planning and Operation
• Fiber Optic Networks Design and Operations

• TOGAF 9 Level 1&2, ITIL V3 Foundation, or equivalent would be advantageous.

Work Experience :

• Minimum of 5 years’ experience in designing and implementing RAN or TX projects, with experience in supervising/managing others.
• Experience working in a medium to large organization.
• Experience with third party Access solutions providers.

Knowledge :

• Strong knowledge of network architecture for telecom industry
• Strong knowledge of radio (2G/3G/4G/5G) network planning & optimization techniques
• Strong knowledge of Transmission Planning (Microwave and Fiber)
• Understanding of wider trends in the international and local telecoms industry
