The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Long-Term Research Expert for Development of Data and Analytical System for Africa.

The services included under this project are :  

• Conducting actual original research on an assessment of tax administration data maturity
• Developing a strategy to engage ATAF member states participating in the project
• Project management
• Developing, Testing and Implementing the database and analytical tools
• Preparing and submitting progress reports
• Management of the African Tax Outlook (ATO) Products.

The Individual expert is expected to have among others the following qualifications and key competencies :

• A minimum of Master Degree in a relevant field (Statistics, Economics, Data/Information Management, Advanced Statistical Analysis, Information Technology) or any other relevant field
• At least 5 years demonstrated experience in data management, database development and archiving, including use of web-enabled platforms and common statistical analysis tools
• At least 5 years demonstrated experience in tax and/or non-tax systems development and management, database development, modelling, analysis and/or forecasting
• Experience in big data manipulation and analysis
• Experience in developing countries or within the Sub-Saharan Africa region will be considered a strong advantage
• Experience in carrying out at least two (02) assignments of similar nature and complexity
• Strong analytical skills, familiarity with quantitative and qualitative data collection and analysis methods
• Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment
• Excellent writing and presentation skills and excellent team working skills
• Excellent command of Microsoft Office and other related tools.
