The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for a Long term Expert on Tax Information System.

The services included under this project are improving income tax policy and administration in African countries by providing expert advice, support and training to tax officials, developing effective income tax policies and regulations, and building strong relationships with stakeholders.
Long term Expert on Tax Information System will manage the programme of projects and activities to meet the ATAF’s strategic objectives in this regard. The Long term Expert on Tax Information System will be responsible for establishing, implementing, developing, and aligning to best practices and projects throughout the organization. This includes defining and documenting IT TAS project lifecycles to deliver projects according to plan, within budget and creating formal methodologies for defining project key performance metrics and resource allocation.

Qualifications and key competencies

• The applicant shall have a Master’s Degree in Tax Administration and Policy, Information Technology, Law or related field obtained from recognized accredited universities with 10 years’ experience.
• A minimum of 5-10 years of working experience in the Tax administration, financial sector or similar domain
• A minimum of 5-10 years’ experience in managing and leading projects including managing and facilitating multiple IT projects.
• Experience in designing, building, and refining a project management framework will be an added advantage.
• Experience in managing vendors, resources for technically complex projects and programmes to achieve strategic priorities will be an added advantage.
• Fluency in English is a requirement
• Must be able to travel locally and internationally

The African Tax Administration Forum now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at http://www.afdb.org.
