The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Program Manager.

The services included under this project are :  

• Setting up a performance-based project management system which would include setting up of overall project framework, clarifying core implementation needs for key stakeholders and developing baselines on indicators
• Establishing a baseline against which to measure progress with achievement of the indicators
• Establishing targets and timelines for their achievement against the project indicators
• Implementing project deliverables to include, amongst others, facilitating participation of stakeholders, determination of execution of capacity building requirements, coordinating or joining external supervision missions
• Coordinating annual work planning and budgeting for the project
• Establishing the project’s management information system as a base for project steering and decision-making during implementation.

Qualifications and key competencies :

• The applicant shall have a Bachelor’s degree in Project Management, or related field, obtained from recognized accredited universities
• Having a master’s degree would be an added advantage
• He must have at least 5 - 10 years of working experience in project management, managing multiple projects, of which at least 5 years must be in donor related funded projects across the African Continent or internationally.
